I seem to recall hearing snippets from the Final Stage Show that apparently Over Quartzer takes place post the timeline reset in the main series.

Granted Geiz Majesty comes immediately after that reset so who knows, that V-Cinema might have a lead into Over Quartzer for all we know.

But still having watched it, it's just a fun movie and the final action sequence just had me grinning the entire time. If Heisei Generations Forever was supposed to be a closure to Heisei Riders, then Over Quartzer is definitely closure to the rest of the Heisei Era (no matter how obscure it may be)/The Era itself in general.
