I don't see it that way. I see it as Gai being slowly exposed as the hypocrite that he is.

All he did was piggyback Korenosuke's genius, tempering with Ark's programming, creating Metsubojinrai.net, creating the Zetsumeriser, Force Riser and all the other shenanigans.

Look at his weapon, the Thousand Jacker, most of his finishing moves requires him to "hijack" Hiden tech to launch powerful strikes.

Even the foundation of his abilities, the progrise keys, are not ZAIA tech.

Now that we knew Horobi got triggered when he realized that Ark got screwed around by Gai, and him now questioning Fuwa about whether he really has free will, he will have a bone to pick with Gai,

The only reason for us to have 5 Riders featured in the OP, might be because they have a temporary truce to take down Gai, or better yet, because Horobi has said it quite clearly that he will submit to the will of Ark, if Aruto manages to reform Ark, Ark can once again be a force for good.

This guy claims to be great, but end of the day, he's still tapping "quite literally" on a dead genius's works.

Why else would the metal cluster hopper key look like a gloved hand covering the authorization port? Its probably Ark's middle finger to Gai by implying "You can't jack this"
