I can believe that. Hasbro saw potential within Go-Busters and even added/improved the toys like with how the Beast X Morpher is a completely different beast than Morphin Brace.

And honestly I think the show's schedule also killed the toy sales as well. Can't say about the marketing since I don't live in US, but ever since Power Rangers was on Nick their schedule is terrible. You'd get about 8 episodes, and then long hiatus because children must outside during summer, and during that time it's possible that interest went down.
