Zyuohger had some marginally acceptable villains, Mecha which are "meh-to-alright", and Red who is quite honestly one of the better Reds in awhile!

LuPat is more what you get out of it, as the Lupins get more focus than the Pats! The disproportionate Mecha numbers between them is evidence of that alone! The villains are still in the marginally acceptable category.

I'm not saying that either is terrible, but neither is what they could've been.

Modern Sentai gives Villains and Mecha a lot of "hats", but the writers seem to struggle to find that one "magic hat of success", much less reveal the rabbit inside!
