I wonder how the Time Jackers' time manipulation powers would stack up to Cronus and Odin? The Roidmude's slowdown ability probably pales in comparison, since they could only freeze time but not rewind it or travel through it. And the Imagin could travel through time too, but I haven't seen Den-O so I don't know exactly what they could do. Huh, Kamen Rider sure does love giving villains time-based powers.

On the Sentai side, I figure Dogranio Yaboon could theoretically be the most overpowered villain, but it would depend entirely on what Lupin Collection pieces he had in his safe. Don Armage is probably also pretty high up there.
