You know, it's fun to joke about, but I've never understood why all the Horoscopes popping up towards the end of Fourze was considered an issue by a lot of people. Like you've said, the in-universe explanations of how it was happening check out well enough, and on a more meta level, I always saw the why of it being about escalating the stakes as the story heads for a climax. That part of it is probably arguable in its execution, but even then, I wouldn't begrudge Fourze too much for it. Remember, Ryuki wanted to have proper story arcs for its 13 Riders, and the end result was that there weren't even 13 Riders in the show. So if nothing else, Fourze gets points for remembering it was on a time limit.

For me it was always because the earlier Horoscopes were EVENTS. These were the big villains that were tougher than normal and took more than two episodes to defeat, often requiring some major power upgrade. By the end of the show they’re functionally indistinguishable from ordinary Zodiarts and that loses a lot of the prestige.
