Yeah, she even had a transformation jingle that calls her Valkyrie. It really feels like the staff would have made this a Rider form if they could.

Anyway, it's probably because Bandai probably didn't want another Rider form at this point. If they gave her a new form that wasn't part of the main toyline, they'd need to destroy it in one or two episodes, which would be really frustrating to viewers. So, a "monster" suit is better for that role (or can even just hang around and continue appearing in multiple episodes, since that doesn't seem to be an issue for monster suits).
