Nah it's another timeline. To put it simply, Shiro starts Rider War always at that same time period (after his sister's death), and Shinji always accidentally becomes a Rider, then if things eventually didn't go his way (due to Shinji primarily), he always uses Time Vent to rewind time back to his sister's death so he can restart the War. The TV series one is Shiro's final take of Rider War, Episode Final and 13 Riders are likely his previous take of Rider War that got reset with Time Vent before TV series.

Banjou is also a Rider tho...just that his Rider name is named Cross-Z. Both also has finishers that involve a kick enhanced by a Dragon flame. And yeah, Cross-Z's finisher resembles Ryuga's more, NOT Ryuki.
