I think Sakurako's fear of Yuusuke getting hurt fighting prevented her from considering things in a totally rational way. She was probably thinking that if Yuusuke just gave up being Kuuga, they could all pretend everything was normal. It can be assumed she wanted to leave the Grongi to the police, but with how anxious she is in those episodes, I honestly think it's more likely she simply wasn't thinking that far ahead.
