To be fair, Carranger was written as a parody of Super Sentai shows while feeling like a Super Sentai show because at the time, Super Sentai was suffering from low ratings due to a terrorist attack and Ohranger received a terrible reception after they make the second half more lighthearted.

Pretty much they let the head writer of Carranger to do whatever the hell he want with Carranger.

Any tragic events like 1995 Terrorist Attack and especially 2011 Tokyo Earthquake leads to more lighthearted shows like Carranger and Fourze. (I have a feeling that next rider show after Zero-One is going to be more lighthearted due to Coronavirus Pandemic)
