Honestly? I don't think there's that much to explain. Kuuga came back from the dead and now he's supercharged. There ends up being a few more details than that after the fact, but that's really all you need to know, and it genuinely is easy to figure out. To me, it's a slightly frustrating question of misapplied effort. (I mean, now it's "slightly frustrating". I'm pretty sure at the time I was damn near unhinged.) Monsters who kill humans is basically an every-episode thing at this point in Kuuga, and there are so many unnecessary investigative scenes in this story. Rising Titan is a brand-new form and there's not a lot of dialogue giving context to it. Like you said, yeah, Lightning Room Make Kuuga Strong is an easy leap to make, but it's not like this episode was so stuffed with plot that they needed to leave it up to the audience's imagination. Like, one scene! Less than a minute of dialogue! It wouldn't have taken a lot for them to tie that plot thread up nice and tight.
