I know this is about Arc's but I am shocked that in this thread, someone remembered Cinema of all villains.

Given you know he's Game Exclusive and stuff. Shame him as the final boss is lame given he just possesses Bujin Gaim. Now if only that game had come out when Drive was like in it's post quarter 1 stuff. Then we could have had Cinema possessing Lupin as a final boss because man do those two's aesthetics work well together.

Oh right this was about cutting out subplots/arcs and stuff huh?

I mean to be honest, I wouldn't cut it out but I'd love to just structurally change the Competition Arc from 01 into something more interesting. That's one Arc I feel people genuinely unite in saying that it wasn't the best.
