It gets back to why I love the episodes where it's all romantic comedy and people taking jobs at pizza places. The plan to pretend to be cops in order to waltz away with belts in broad daylight, it's utterly ridiculous and completely in-character for a plan Kaido would make. There was probably a whiteboard full of ideas Kaido had that were either partially-formed fragments ("Coat them in oil and maybe the belts slide off", "Distracted by solar eclipse???") or stuff they'd already bought props for ("We are the Kamen Riders' dads and we demand the belts", there's a pile of wigs and fake beards alongside a shirt that says Proud Parent Of A Kamen Rider).

This character is so cartoonish that a cartoony plan completely works within the reality of the show. It's so great.
