That's a very valid point too, especially in seasons where virtually every MOTW brings a small army of mooks with them. IMO, mooks are good when they say something about the villain they serve. So if every MOTW has identical mooks, that doesn't tell us anything about them, that's really just padding out the battle or making sure every Rider has someone to fight (looking at you, Ghouls who were clearly just there to feed Beast).

But if you save the mooks for certain occasions, that makes them more meaningful. Like for example, having them only be used by villains who are powerful, connected or in a leadership role. That way, it's less "oh look, more mooks to mow down" and more "oh crap, this must be a Big Deal if the bad guy brought backup!"

(I realize neither of my favorites exactly follow that rule, oops)
