For a record, this is my personally opinion and I do know there’s people who do like those shows but for me, I either didn’t like or feel I was doing a chore.

Here’s mine

5. Kamen Rider Decade (At least Zi-O bring back original Riders actors back for the show while Decade didn’t bother to bring them back and they replace them with A.D. Version of Riders that nobody gives a shit about and the protagonist is an arrogant prick)

4. Kyoryuger (Aka Daigo Sentai Kingranger)

3. Kamen Rider Wizard (Boring and very slow progress in the storyline)

2. Kamen Raider Ghost (Messy storyline and you can tell the head writer didn’t know what was he doing with storyline and he’s basically throw everything at us to stretch the show like that unnecessary Makoto’s doppelgänger arc)

1. Ninninger (I really HATED this show and this one is by far my least-favorite Tokusatsu show, I rather watch Kamen Rider Drive or even ToQger than watching this garbage!)

literally Decade(which I haven't seen) is the only show I've not seen and if I had to give a dishonorable mention it'd be Wizard for reason's you mentioned you get the idea
