Edit: KRX, Destroy, Matrix, and everyone who voted W did it for the right reason. I honestly don't understand where W being weak is coming from. Philip has a damn library in his head, Shotaro might flake but he is a good detective. And the powers of W.. His snot could beat Kiva. And that's from someone who loves Kiva.

It's more that W doesn't have a lot of raw power as his disposal like some of his fellow Heisei Riders. He has skill, but some of these guys like Kuuga, Agito, Kiva, and OOO have a lot of power at their their disposal and know how to use it well. That's at least how I feel about it.
