I'm assuming the idea behind the two Ark forms is supposed to be like he's all monstrous and incomplete in the first form and turns into a sleek and more refined second form. But Ark-0 is really only "ugly" in the head, shoulders, and torso:


So with Ark-1, he's essentially going from a evil asymmetric version of Zero-One into a evil somewhat less asymmetric version of Zero-One. Admittedly it's still a drastic change between the two forms, but I feel like the change would've had more impact if they hadn't made Ark-0's suit so clean from the waist down.

Honestly, it's not that bad. Some prototypes don't look horrifying ugly in all places. Sometimes a prototype does look pretty janky and thrown together. But for Ark-Zero, it's an incomplete form for what Ark-One will be. In Kamen Rider Kiva, 1986's IXA is supposed to be a prototype while the 2008 IXA is the final product. The only difference on the suit is that 2008 IXA has its helmet open up. Or in Kamen Rider Drive, Proto Drive has a few differences from Type Speed, but overall its just a modified suit with small changes to regular Drive. Ark-Zero looks fine for what it is, an unfinished janky ripoff Zero-One.
