I think this "Age Spoofing" crime implies he illegally claims to be "eternally 24" even on critical stuff like his taxes or his bank loans.

I agree that he can't realistically be 24 years old but I don't buy that he's 45 unless there's some big secret that explains why he looks so young. I think he could pass for maybe mid-thirties at most and if the actor was in that average range, playing a 45 year old pretending to be 24, I would be more willing to take that at face value. The actor does a great job at acting the age of 45 but he doesn't look that old. Maybe Gai is neither 45 nor 24, maybe he's in his mid-thirties and was a similar age to present Aruto when he caused Daybreak and he's lying to make himself older and younger at the same time.
