(Up front, though, a lot of it comes down to the fact that Poppy had a whole series as a supporting character to establish her motivations, fears, dreams, relationships, etc. Nadeshiko had less than half a movie.)

Nadeshiko's introduction and purpose is literally just Fourze But A Girl. She doesn't get much of a character, and what's there is meant mostly as a partner, a romantic interest.

Poppy's character is defined by how she uses the maternal instincts she's inherited to care for the people around her, and how she longs to create an identity for herself outside of those boundaries.

They're both quirky, sure (well, not Asuna, but Poppy), and some of their conception is tied to traditionally feminine attributes, but I think each of them approach it in different ways.

I'm going to also point out how their first appearances as Riders were presented. Yes, Poppy is girly, but that wasn't the point of the scene. Instead of being like what Nadeshiko had, it's much more a character driven shock moment when we see her viciously attack Emu, who's panicking and trying to bring her back.

Nadeshiko's first scene is just "ooh look she's cute"
