That all sounds pretty good to me. Chalice is an Undead, so I'm setting him outside the rest for now. Leangle is another special case, a belt that demands a certain kind of person to wield it. For Garren and Blade, it's probably some mix of Fighting Spirit, Commitment To Justice, Empathy, and This Is More An Art Than A Science. Like, I don't for a second think BOARD knew why the Garren belt worked for Tachibana when it kicked back Kiryuu. Kamen Rider shows, they definitely treat someone becoming a Rider as a quasi-mystical outcome, not something you can plan around.
