It not that it's Ark manipulating Aruto, Ark died in the satellite. But his legacy, his title will be passed on so long as there's malice. More so it's Azu pulling the strings, but mostly to crown someone new with the title of "Ark" by coming to Aruto in his weakest moment.

Cause like, you all saw that grin, how he grabbed for it without much coercing from Azu. This was his choice even if he likely wasn't in the right mental state.

That's the most important part of this. People keep saying it's just the Ark possessing Aruto, but it's not. As you say, the Ark is gone. Destroyed along with the satellite. Aruto is filled with grief and hatred and loss. He believed in Horobi. He literally took a bullet for Horobi when he had faced off against Thouser. Imagine having that near unwavering belief that all the Humagears are worth saving, even if it means sacrificing yourself for them, but then the one you tried to help the most? He kills the one closest to you. Not only that, but kills someone innocent in cold blood because she believed that Horobi was more than hatred for humanity.

In that way, Horobi created the worst possible enemy. He created a new Ark for humanity's malice. But the original Ark's malice and hatred for humanity was only fueled by data. The concepts of negative human emotions meant nothing to him other than they needed to be destroyed. Now Aruto is the Ark. Filled with true malice. True hatred. Everything the Ark thought it was is now true in Aruto. He's not possessed. He simply has taken the mantle of the Ark to get revenge for Izu.
