Considering that the only other occasions where this has occurred has been in Ryuki (With Ryuga) and Kabuto (With Dark Kabuto), it's not exactly the most common commodity.

And yes, there are evil counterparts to the main Rider in some series (Like Glaive to Blade, Dark Kiva to Kiva, Kabuki to Hibiki, and etc), straight up black repaints are still relatively rare.
