Any monster that's referenced in the comics or in Heroes of the Grid, like Cyclopsis or Commander Crayfish, have modern advertisements which help with the age factor.
Zyu2 Monsters may have been produced by Toei, but they're exclusive to Mighty Morphin', making them part of the franchise in a way which differs from Sentai-adapted Monsters. If Hasbro started doing more original footage and original stories, then these guys could come back with newly produced suits which can get increased advertisement via the toyline.
Anytime a Mook or villain returns in Sentai, then that can also be used as justification for producing a new figure.
Anytime the show itself reflects on its past and reminds everyone of a villain they forgot, then that serves as justification for a figure.
Plus, if the rumor that Hasbro wants to break from Toei and do its own thing is true (I don't believe it is), then Hasbro would have to produce new suits on their own dime, and using older villain designs would be convenient. If an older and Not-Sentai villain becomes a significant part of a new season, then that justifies new figures, based on the older and newer versions.
It might be "Unlikely", but it's never "Not gonna happen"!
