It's weird that people keep talking about this episode like some huge, possibly-disconcerting shift in story momentum, because I don't think I found it that way? King was defeated, Kenzaki got King Form... like you said, good place for a breather. And, stakes-wise, Hirose's dad and Joker are still out there. Tachibana's still making incredibly bad decisions. (He didn't think I Stole Your Genetic Material While You Were Sleeping was a dealbreaker! And, for Hirose's dad, why in the world would you design a robot that you need to follow orders... around Tachibana's psychology? Have you not paid attention to his recent work history?) Even Hirose's comedic anger at Kenzaki is continuity-based, down to her giving him a big Come Home pep talk and then thinking he's blowing them off for some girl.

I guess I didn't think the Umi plot was so disconnected to what was going on before, thematically? Kenzaki had planted a pretty big flag of being For The People last episode, and, well, people got a lot of different feelings about heroes in their midst. Tonally that plot is shift from Kenzaki thinking everyone he loves is in danger because of him, but thematically it's still about the fragility of life and what we do with our grief and all of those other Very Blade ideas.
