It's more like if the John Connor got sent back to blow up proto-skynet only to find Terminator Version 1 helping in hopsitals, and when Future!Terminator shows up it takes the gun off it and helps blow it up while admiring the tech. John Connor's gonna be very confused by all this!

He watched some old guy in a shiny gold suit do it. Young Sougo is an idiot, he's a doofus, he doesn't even sound the same! And even then, I still think Geiz maybe coulda done it on the first try. Another Riders are a threat in the now, and he doesn't have Tsukuyomi there to tell him to not. He's rash, impulsive, but that's a different set of neuroses than required for pre-meditated murder. Plus, given he's willing to team up with Zi-O to take them out, maybe he considers Time Jackers a worse threat than even his own future? Idk, that's a dodgy point, probably would have been clearer if Zi-O wasn't subject to the classic 'edit the plot as you go because of audience reaction' syndrome.

I hate to be petty, but the Riders are already erased by the Another Riders, at least Sougo is keeping some of their powers intact! (And considering Geiz knowingly uses Ghost and Drive, I'm not sure he cares about past Riders beyond 'What cool jingles do they do in my belt?') Plus, they don't have the .5 specials to explain the plot to them, so who knows if they have a clue what's going on. I'm not sure anyone does.

Them being there, making sure Woz can't just start telling him to burn everything, is the active step. Of course, Geiz keeps telling Sougo he's gonna take him out. Maybe he even kinda believes it. But he doesn't have the heart, nor the killer instinct. His constant repeats are for himself as much as anyone. Maybe, if this was a no hope last chance thing, maybe he coulda done it. But with even the slightest hint of another option, one that means he doesn't have to shoot this 18 year old goofball kid between the eyes, he'll take it.

Or maybe he's just doing it all for Junchiro's cooking because it's better than anything in the future. Who knows?

And I'm not even sure why I'm writing this many words defending a character who I'll still agree isn't the best written. Even the show lampshades it - one of the .5 episodes has them point out how many writers they're going through in the early arc. I think it's just because "Geiz's flip flops therefore he sucks" is just such a common and kinda lame complaint that it's more fun to try and read between the lines than just join in the complaining? Idk, it's late, I'm tired and overthinking Kamen Rider.
