Toei knows people watch rider illegaly, will they do something about it? maybe.
But if they do, who will buy the toys?
admittedly, the western fan base is small compared to the domestic one, but they have been working on expanding their market.
basically they have no reason to go after fansubbers until the series are available officilay, because they still earn money from it.
