You are allowed to rebuilt destroyed Humagears, but you are not allowed to create a Humagear in the likeness of a deceased person.

I figured its because of all sorts of laws and regulations surrounding a living person's identity that would be troublesome if a Humagear takes over.

Rebuilding Izu is not an issue.
