You're not wrong about the villains being beside the point... but that's also what makes them so disappointing? Like, it's not worth dwelling on individual Undead's lack of relevance to the overall plot, since they're only ever around for two episodes. But U.N.D.A.D. and Tennouji are in almost 10 episodes each. If a ten-episode character doesn't have a compelling hook or feel like a worthwhile thing for the show to focus on... that's not great!
