I would doubt that. I mean, Wizard was between Fourze, the 40th anniversary, and Gaim, the 15th heisei rider. Build also was before the anniversary season, Zi-O.

What I think it could be happening is that they were experimenting with the CGI. I say this because it caught my attention that in the ending sequence Saber was made in CG, while the other two riders were in suit in front of a green screen. I would prefer they still use green screen, specially since this season has a lot of capes and they just don't translate well to 3D models.
