No introduction, no lead up just BAM. I'm assuming it's a Worm due to the preview at the end of episode 30 but I wasn't prepared for that sudden jump! It was a bit jarring to be honest.

I actually find those 2 episodes to be some of the worst "comedic" fillers in any Kamen Rider series. They were absolutely awful.

However in regards to the spoilered question here's an answer As I recall he's the Kabuto from the future. He begins appearing very briefly in a few episodes, has that one fight with them, and saves Hiyori one time before never really showing up again. It's assumed that the Hyper Kabuto from the future could be the one from the God Speed Love film. Then Tendou gets his Hyper Zecter (with it's own time-travel shenanigans).
