When it comes to Power Rangers, the use of sparks are very rare, especially on Saban era and Neo-Saban - Beast Morphers era. Mostly this is due to budget costs I assume. The only exception seem to be Disney era because of the amount of Kalishposions, however Kalishplosions are notorious for having sparks explode on the ground, which caused the criticism of Disney era action scenes that blasters often times hit the ground instead of bodies.
Understandably this due to safety I assume, since the actors are wearing spandex and from what I've seen, sparks on bodies usually apply on suits that are thicker aka have armors. This is evidenced by one scene in Dino Thunder, while the Tyrannodrones are sporting the body sparks
Just a fun thing I've noticed when it comes to explosions in Toku.
