Best IMO is N Daguva Zeba. I really liked that he was a straight-up evil mirror to Yusuke. Joker from Blade was also very interesting. Odin from Ryuki had a good concept but wasn't developed enough to make him truly memorable.

Worst? I havent seen most series in a while so idk if I can fairly judge them. Maybe the bad guy from Den-O, who felt thrown in at the last minute? Or the one from Agito? I don't remember him being particularly impressive.

Oof, yeah Orochi was not good. Second half of Hibiki has a lot of problems.
