I think Joker Undead are still the best final villain. His relationship with other character especially with Kenzaki are really interesting to watch.

Hmm...the worst final villain in my opinion is Apollo Geist from Kamen Rider Decade. Apollo Geist's death, his character and his battles are really lame and super boring in my opinion....

I personally really dislike the writer decided to make Evolto become antihero and still alive in Cross-Z V-Cinema. I personally prefer if they make Evolto are permanently dead in Build final episode....

Also, the Cross-Z V-Cinema is one of most boring Kamen Rider movie but I love Cross-Z's new form design....
