Kamen Rider and Kuuga was the right first steps. They really should've gotten Zero-One on simulcast or something. I would say Saber, but it already has too many Sentai comparisons...
I just think if you're brand new to Kamen Rider and Gaim is your first series, it could be jarring to explore outwards to the other shows. Like a lot of groups think Gaim is one of the best KR ever, and if you watch it and it doesn't live up to that hype, why would you bother with the other series.
I can see where you're coming from, but on the other hand, Gaim would probably be the one that'd be easiest to convince Toei to distribute due to its immense popularity in both Japan as well as with the Western fandom; From what I can tell it is the most popular entry in the franchise in terms of the the western fanbase.
Thus, if Gaim does come over and it does well, it'd provide a good stepping stone towards getting other entries distributed. Though it would probably paint a bad picture for fans of the less popular entries(hi Fish).
That said I do agree that not having a Zero-One simulcast was a huge missed opportunity. Maybe they can do that for Saber since it's still early in?
