But then, on the other hand, I went and looked up the scene where Troy tells a brainwashed Robo Knight HE HAS A MISSION TO FULFILL!!!!! and then goes Super Saiyan to punch great justice back into him, and I'm also wondering how anyone could ever hate this series!

At the same time, it is clear with certain aspects, like the writing of Vekar, the editing in episode 13, and the photoshopping they did to remove certain Sentai aspects, there were atleast some people on staff who were trying. But, well, we all know the stories of the behind the scenes nonsense that went on.

It's a lot of effort being put into the wrong places, is maybe the best way to sum up the issues.

I think my biggest sticking point is when I heard the main cast was apparently futilely pushing to have scripts that did more with their characters, and that's a shame, because even to this day, I still think that was an exceptionally charismatic cast (give or take a Troy), and with how much they elevated the generally weak material they were given, it's a bummer they couldn't get more to work with.
