Like, okay, so. We're already on our first wave with the Genesis riders, and it seems pretty set that most if not all PB waves will have a maximum of 3 figures.
First of all, as a priority; they need to get out the remaining four riders -- Knuckle, Bravo, Gridon and Kurokage. I think it's also very possible they'll do some sort of armybuilding pack of three Kurokages (with optional Shin parts).
After that? Bunch of movie riders and forms. Bujin Gaim, Gaim Yami, Mars, Lapis, Jam, Fifteen. Not even gonna go into the exclusive
arms
between the Legend Rider stuff in the Movie War/Taisen or the form changes Gaim went through in the soccer movie. Though I

go into Pine, Ichigo, Mango and Kiwi; as those are all the auxiliary forms from the show itself!
And the thing is? I didn't even touch post-series stuff here. I'll be generous and say we might get a wave that's Kurokage + the auxiliary arms, but that combined with the other three riders and the six movie riders brings us up to
five Premium Bandai waves.
And I just listed the stuff that was in Gaim while it was airing and hence what would likely be considered more important to put out than a berserker form for Bravo that appeared for two minutes to sell a CSM set! Heck, I didn't even touch HBVs or stage shows; just the main series and the three movies. That's already a lot of stuff for Premium Bandai Gaim waves and I'm not even confident it will cover all of that in-series stuff with how few characters are in each wave. Realistically, I doubt we'll get to some of these more obscure forms at all; and this is the downside of covering a later series with lots of forms like Gaim.
You pretty much hit the nail on the head. There's no way in absolute fuck that we're going to see ANY of Gaim's v-cinema forms lol this is SO-DO Chronicle, not SO-DO. Based off of how they've always released waves, it just makes absolutely no sense to. Like you said, there are SO many more important forms and characters to cover before they even think about that. Releases are a resource - they can't just create a bunch of Premium Bandai releases in order to cover everything from Gaim. There's a reason we got the same characters for our retail waves. The fact that we're getting almost all of the Arms weapons in a weapon pack immediately tells me we're not going to even see every character that appeared in the series.
This is also the first time SO-DO Chronicle has covered a series with so many characters and forms, so they could try doing something a little different, but that's incredibly unlikely.

I'm not quite seeing how this is relevant. Zangetsu starred in his own v-cinema, stage show, and novel. That says the complete opposite. Gridon/Bravo Gaiden already has a very short runtime compared to previous Gaidens, yet neither of the two characters could actually hold the spotlight for long. There is nowhere else to go with Takatora's narrative; literally the only thing left to do was show off some more Zangetsu Kachidoki Arms on the big screen - and they actually did it. Gridon and Bravo's special was so unbelievably low-budget that I'm surprised anyone thinks that makes them central characters or their respective v-cinema forms important.
