Even so, he has no design similarities to any of the other Zenkaiger. Meanwhile, the Zenkaiger are clear references not only to their gears’ mech but also to their corresponding Sentai member’s civilian outfits.

The point is Zenkaizer doesn't draw his powers from the other Zenkaigers. The Zenkaiger gear has his face on it. He's an "original," unlike the others, who are analogues of past Sentai warriors/mechs.

The civilian outfit factor may not be applicable in this case since Kaito is a human rather than a Kikainoid and therefore his outfit is based on himself (I think it looks similar to Lucky's outfit, but that's probably unintentional). Regarding the mecha motif, it's difficult since there are two different Zenkai Ohs but the Q1 magazine implies that he's responsible for performing the Gattais.

Regarding Zenkaizer's face on the Zenkaiger Gear, the other Zenkaigers also have their unique faces color-coded on their personal Gears, instead of Tyranno Ranger, Gao Red, Magi Red and Bouken Red.
