Build had:

Zi-O had:

4)Zi-O Trinity (30)

Zero-one had:

2)Shining Hopper (12)
3)Shining Assault Hopper (15)

All of these previous riders had 5 main forms.

For these guys the debuts are mostly the same time with an episode or two difference, the biggest outlier being Zero-one.

Saber definitely is powering through quicker than most other riders. After Elemental Dragon we still have one or two more forms for Saber depending on how it goes. The Reiwa riders are definitely going quicker than Heisei.
