Well saying that Gokaiger is better than Decade isn't exactly very objective of you either. Decade isn't objectively bad, nor is Gokaiger objectively good. Those are opinions. I believe the comparisons are pretty apt, with Decade and Gokaiger reusing old suits while Zi-O and Zenkaiger take a more unique approach. The anniversary elements seem to be the opposite though, with Decade and Zenkaiger having AUs and little cameos and Zi-O and Gokaiger having a lot of cameos and unlocking a great power by collecting the gimmick items.

Zenkaiger is also more like Zi-O in how they establish the protagonists' connection to their legendary predecessors, with Zi-O being ordained to inherit the powers of all legendary Riders and the Zenkaigers needing the powers of legendary Sentai just to become their own Sentai, while the Gokaigers are an independent Sentai that merely borrows from others. Even Super Mega Force has more in common with Zenkaiger in this way, with SMF tapping in to the Morphin' Grid and Zenkaiger tapping in to the worlds that the Sentai were split in to. Decade is somewhere in between, since the logos on the DecaDriver show that he was clearly designed to use those powers but he doesn't have the powerful destiny that Zi-O does. So the anniversary hero with the weakest connection to their gimmick seems to be Gokaiger.
