I feel like because it is something that would have been in the show proper, just reconstructed to fit Zero-One's post-show situation. Arkland's role feels like something could've been Williamson's and also might have been Ark-One's original role. They're both english-speakers as well and the ZAIA Spec logo of Ark-One would make sense more as well.

There's also the part with Yaiba having contact with the prime minister of defense, which is something that feels like should have been in the show.
