It's Wataru's take on Otoya not destroying the Black Star, you know? It's this father and son having the exact same view on the sanctity of life, on the difference between a monster and a misguided creature. Calling off that Rider Kick is Wataru thinking he can finish off Oomura, and then realizing that he doesn't have it in him to mete out that kind of justice.
