As for why Turborangers, I'm just assuming that most "Fast" rangers are solo members (Red Buster, Ryusoul Green, etc) rather than full teams, and they wanted to continue with Carranger having a gag power like in Gokai.
So they saddled the speed power up to Turboranger.
