I think this one of those It Can Be Two Things situations. Is Jirou unwilling to give Yuri the IXA Knuckle because it could potentially kill her? Yes! Is Jirou unwilling to give Yuri the IXA Knuckle because he needs to get revenge personally on Rook for the death of his pack? Also yes! I'd argue it's a little more the former in this situation (Jirou is pretty in his own head during that scene, and it doesn't seem like he's trying to explain his views to Yuri more than he's just refusing her), but, yeah, there are a few motivations at play.
