Maybe it's just me, but I feel Hasbro is following that idea through though, atleast for the most part. If we're talking strictly the main line, Waves 8 and 9 both have no MMPR in them(unless you count the Tenga), and when it's come to recent exclusives there's been plenty: The A-Squad Rangers and the multiple In Spaces 2-Packs. Heck, even in terms of say, the Metallic Rangers, those are all Hasbro Pulse exclusive so it's not like they're taking up store space from other characters.

When it comes to particular suits getting reissued though, I actually feel the unhelemetted heads are mainly to blame. Multiple characters wearing the same suits leads to the weird situation of having to balance budget with demand for a specific character. While yes, people could easily headcanon any given MMPR Pink figure as either Kim or Kat, there are those fans who want the figure to in all ways definitively be one or the other and also don't want to have to say, buy Kim, and then go out and buy Zeo Pink just to have a Kat head.

Now, should Hasbro branch out and give us atleast one character from each team that we haven't seen yet? Absolutely. But it's gonna take time. Especially for the less popular seasons and especially since they outright said that Power Rangers in general isn't a huge priority of theirs the same way say, Transformers is.

Again, I get the frustrations and confusion, it's just my two cents is all.
