In my opinion, if it comes down to 2-packs; there's only two particular things I can think of...

- 2 rangers from the same team, except Reds and Sixths/Extras

If they really must relegate normal members of a team to 2-packs outside the main waves, I'd prefer it be done this way. Chances are if you want, say, GingaYellow you probably want Green as well and this could make it easier and quicker to get some less popular teams completed. SHF employed this method when they were doing Sentai and it was fine there. Exception to this is Reds and Sixths/extras because there will be a lot more people who want them on their own, and are by far the most popular that they just make sense to put in the main waves

- Super Modes

This is where it could get really interesting for me. Because they're probably not gonna do super modes in the main waves, but in 2-packs and exclusives? A perfect place to do them. Like, Powered Custom Red Buster vs Enter or Triassic DT Red vs Mesogog. I think this'd be a perfect way to do VS packs while not making people who, you know, just want to complete the team miss out
