I think the Tojitendo as individuals were in real danger of sinking into the background, but then the moment Stacey was introduced it just completed the character dynamics by his broken home relationship with Barashitara, his scheming and collaborating with Ijirude; and then that allowed the show to springboard off of that to fuel a subtle rivalry between the two. It's one of those things where it always shocks me to hear that Stacey was a late addition to the show because he really brings character dynamics together on every level!
