Muto would be my top pick for a returning writer for sure, Build was super good imo, and I'd love to see what he could do now that he'd have more experience with the franchise from the get-go

It does feel about time for a new writer, and I'd love to see it! I think I like nearly all of the W onwards shows that were from writers new to Rider (W, Fourze, Gaim, Ex-Aid), tho there are a couple exceptions... I know there was a bogus rumour a few years back that Inoue's daughter would be writing Zero-One, I think that would be sort of neat, Inoue's dad worked on Showa, Inoue did Heisei, so his daughter on Reiwa would just be kind of cool if a bit nepotistic feeling lol

I know people have written off Riku Sanjo, but it's only speculation that he's doing the W anime, it's very possible he's letting someone else adapt his manga, or that if it's just a 12 episode season the first drafts could honestly be done already depending on what kind of production it has (tho maybe unlikely)...

BUT the fact that Revice seems to be firmly Dino themed in my mind increases the odds that Riku Sanjo may be an option on the table. I feel like toei likes to reuse writers for the same sorta themes? Notably Yasuko Kobayashi being brought on to write the train sentai (ToQger) after writing a hit kamen rider show featuring a train (Den-O), or even Riku Sanjo before, who after writing the hit Private Detective rider series (W) was brought back for the Police Detective series (Drive). With Sanjo being the head writer of (what I believe was) the most financially successful Sentai series, the Dinosaur Sentai Kyoryuger, as well as W being a huge turning point for Rider thematically and financially, I could see him being toei's first choice for a Dino Rider

If it's announced he really is writing the W anime then yeah this becomes a lot less likely, and even if he's not it would be down to if he was willing to do it too, personally despite my whole argument just now I kind of doubt it's Sanjo, but I think it's more possible than it's being written off as being, and I think at the very least he was very likely a writer Toei considered for the series
