Well, no; Decade was a shorter season intentionally -- Bandai didn't want to have the Rider and Sentai toylines debuting at the same time and competing with each other (as had been the case since Kuuga), so they had Decade be shorter season specifically so W and onwards could debut in the third quarter rather than sharing the first quarter debut with Sentai. Sentai Strongest Battle was a similar case, I believe.

And that really goes to show what decides these things -- toyline debuts. As the olympics is a thing completely out of their control like Covid last year, it's just gonna be the case that they'll have less episodes rather than shifting Revice's (and Sentai 46's) toyline debut a month later for no reason.
