If I had to guess, the president is from the Tiga universe and was looking for Tiga's counterpart in this new universe. When he saw Kengo being shielded from the falling debris he knew Kengo was destined to fuse with Trigger and thus gave him the gun and pushed him in the right direction.

And his mom, well, she was just believing in her son I guess?
