This is a really neat idea! An interesting story in its own right, and you could also weave in interesting parody or deconstruction elements of Kamen Rider as a TV show, especially if Fate Fighters sells merchandise based on the Riders' equipment just like Toei does in the real world. Like, you know how sometimes a Rider gets a new bit of gear that has no meaning in the plot is painfully clearly just shoved in to sell the toy (I mean more so than usual)? Imagine if the producers of Fate Fighters just walked up to a Rider, shoved a new weapon into their hands and literally said "here, use this so we can sell it as a toy!"
